Christians and Atheists: What do you think of this Bible passage?

What is really upsetting is that there are many people in the southern US that still believe this passage as their God given right. When you see the bumper stickers "The South will Rise Again!" this is what they are talking about. These are the 'Moral Majority' folks who want the US to become a Christian theocracy. The worst part is they are allowed to both vote and breed.
